Geo Grids?

I'm not a computer guy so I am not sure if this is the correct name for my idea! And also it may be available already but I cant figure it out. I live near Cleveland Ohio USA, when I route a route it by default I'm sure takes me into a very close city. It would be nice to be able to "shade in an area" and MRA route planner will not go there. East Cleveland is not the place to be. I realize I can re-route by placing way points, which I do. However it always wants to take me that way. Also when I start I have noticed It thinks I'm already over there! Sometimes my GPS says I'm 15 miles from where I am really located.

Tell me, how exactly do you plan your route? Do you place the route points yourself, or do you let the website generate a route for you?

Is your GPS a standalone device, a phone or some other device? Does Waze or Google Maps also think you are located 15 miles away?
