MRA NN error highway exit non-existent

Something strange happened on my last trip. I took the highway, and both the planner and MRA NN directed me to an exit that doesn't exist. It's a service road for road maintenance, so it's NOT accessible to the public with cars or motorcycles. It should have let me exit at RIOVEGGIO, a few kilometers earlier, but instead it made me go further, completely misrouting... why do you think that was the case?
