Although MRA is catching up with base camp, maybe apart from track handling for off road routes, favourites and saved way points is still way behind.
How about a function to import favourites/waypoints that do not have to be associated with a route, and which can be filtered by tags or filed in folders, so that they can be re-used.
Also the ability to create and save waypoints that are not associated with a route would be very helpful

@Berin in the coming year or so, the web environment will be completely overhauled! Many changes will take place, among which also the implementation of the favourites/poi functionalities!
So, patience is virtue here haha!

If I understand your question correctly, this it at least for more than half of it already possible Check out the POI library features. Open a random route and access the POI through the hamburger menu in the left column (web-planner that is...)

As far as I'm aware, waypoints/favourites can only be imported into a route. I know these can then be made available to use in other routes, but since there's no capability to organise the favourites, it's quite hard to manage

That is not entirely correct, but not entirely wrong either
By clicking in the profile icon you can "fix" independant POI libraries to all routes. Even on the HERE map while navigating with MRA Navigation Next! It only works for your uploaded personal libraries though. Is that something you can use?
I think it is safe for me to say that better POI management will be available in the web planner after the new version is introduced (No! No one will say anything about an ETA )

Thanks @Con-Hennekens, I was able to import my POI/waypoint file in using this method.
The POI's are not listed in the POI tab, rather just the name of the imported file in the library which contains a quite a few POI's which can't be selected to view.
The POI's show on the map only when the maps is quite zoomed in, so you kind of have to know where they are. But I can use these to create a waypoint, so all is not lost.
