The short answer is "Yes"

The longer answer :-
If you click on a route in the Library in the web planner this will open a page showing an overview of the route.
Bottom right of the overview map you should see a box with the name of the route & some details like distance & author, click on the name of the route.
This will open the route in the route web planner, from the (page) menus you then want to select "Use Route" to transfer/import the route into your personal list of routes from where you can edit the route as normal.
If you want to stitch this route together with other routes you will can follow the instruction from the manual 'Display and merge multiple routes'
