MRA Scenic map overlay

How does the scenic map overlay work.
Is it an algorithm based on a measure of twistyness and altitude changes. Or is there something else going on.
I am asking because of the way it highlights odd bits of a road, and I was trying to include "scenic elements" to routes on a tour i am doing.
