Android V4.0.0 - Notification Clearing

The notification dot and the notifications appear to be stuck and I cannot remove them for map download activity. I have removed maps and re-downloaded them to see if that would help but I cannot clear these. Google Pixel 6 Pro with Android 13.

Am i missing something?

Additional Comment : I have been able to clear the completed notifications with swipe left but the other 2 notifications ( despite being superceded) remain and cannot be cleared.

A restart of the phone cleared these superceded notifications.
