Navigation Events, Tracklogs, and Moments

I created an event and then recorded a tracklog for it, adding several moments. Now when I open the tracklog, I see the following under Moments.
The checkbox was checked automatically and cannot be unchecked. Does this mean that moments are not visible to users other than admins of the event? Is there a way to make moments of a tracklog for events public?
Is there a way to unlock these tracklogs to add or remove moments?
