Riding small scooter in Netherlands - Advise please

A question for by Dutch friends please!
I bring a 125cc equivalent electric scooter over to Netherlands once a year and I'm not sure if I should plan route as a bicycle or motorbike.
I've tried to check law on internet with no luck. From my small experience it seems that as far as paths/tracks are concerned small scooters are allowed where ever bicycles go...

125cc equivalent electric scooter = motorbike. all above 50cc equivalent has to stay on the main road.

i looked it up and max 4kw for electric moped, all above is a motorbike.
