Who Has The Most Current, Up To Date Free On-Line Street Maps In The United States?

I was playing around with online maps today. I was of the opinion that Google Maps was usually first with the newest streets in my area. A few minutes ago I compared Garmin City Navigator North America NT (on-line) vs. Google vs. Open Street Maps. To my surprise, Open Street Maps had streets in a new development that neither Google nor Garmin had! (I am actually not surprised that Garmin didn't have it.)

Also, I did check HERE back in the day. It looks like I need to create an account. Are there any other free on-line maps that I should be comparing?

@James-Schnoor, OSM is highly dependent on user input. Just like wiki. If someone adds the route, it will be there. I think HERE is more dependent on official government data, which we all know usually is slow
