V5.0.0.- 424 Cannot use app without enabling Location (Android)

I realise it's an edge case, but the app cannot be used if location is disabled. You get locked out by the repeated location requests if you refuse to enable it. Pressing 'No thanks' just causes the popup to re-appear endlessly.
I'm happy to see a warning that location is required for navigation, but being locked out is irritating. All I wanted to do was read/adjust some of my settings. For example I had to enable Location to find the build number to write this email:

We’re already a few versions further now, and I have no idea whether that “problem” still exists. On the other hand, I don’t find it strange for a navigation app to have full access to your location after installation, or at least while you’re using it. In fact, once the app is installed and permission has been granted, that issue shouldn’t really occur anymore, right?

As a rule I only enable location when I need it - mainly to decrease tracking. That is a minority view I realise, but it's not that unusual. I have MRA set to 'Allow all the time' but my overall location is off, which overrides that setting.
Google Maps works perfectly well without location enabled, in terms of allowing searches, route creation, access to settings and so on.
