Fixed Routing

I'm currently involved in geomapping certain streets in a city but finding it difficult to properly create routes that follow specific waypoints without recalculation and/or rerouting. My project many times involves travelling on selected streets in both directions which necessitates the route immediately going back over itself in the opposite direction with maneuvers such as turning in the middle of a street. Is there a way to create a "fixed" route whereby the nav will follow each waypoint in order and will not reroute or recalculate? I experimented with "shaping" waypoints and then used the myroute app on a mobile device for nav, but it didn't work at all as planned. If I switch all the waypoints to "via", will it stay on route sequentially as I want?
